2009 Priority Projects

Three projects were identified as top needs by the communities we serve:

Priority Project 1
Construction of Classrooms & Library at Phoum Stung Primary School

Appeal:  Imagine trying to study in deteriorating, thatch-walled classrooms that don't fully protect from Cambodia's heavy monsoon rains.  That's what some of Phoum Stung Primary School's 493 students endure in the school's current facility.  Phoum Stung's student enrolment has steadily grown by 200 students in the past 6 years.  Without the funds to construct additional concrete classrooms, the school and surrounding community have crammed more students into each class and coped with two temporary classrooms, while still turning away new students at the beginning of each school year.  The Phoum Stung community would like to partner with SCC to construct a concrete block of 5 new rooms, including 4 classrooms and a library.

Impact:   Improved learning environment and facilities for 493 students, the ability to accommodate an increasing number of children from Phoum Stung and Tha Phork communities, and the opening of a kindergarten.

Cost:
Construction of 5-room concrete building                    USD 55,000   GBP 39,285
Classroom & library furniture                                       USD 7500       GBP 5,360
Engineer                                                                      USD 700 GBP 500
School Support Committee training                               USD 200  GBP 143
Public Bidding & School Opening Ceremonies                USD 150 GBP 107
Total USD 63,550 GBP 45,395

Priority Project 2

Budget Planning Training for Teachers, Principals and School Support Committee Members

Appeal:    Cambodia's classrooms tend to be severely under-resourced.  But they don't need to be.  With a good understanding of budget planning and government funding processes and procedures, principals and teachers can help make sure they have funds to buy basic teaching and learning materials.  Principals, teachers and School Support Committee members at four primary schools want to improve their ability to manage their budgets, so they have materials and supplies to provide quality education to students.  As a result, SCC and the Siem Reap Provincial Office of Education will partner to provide training to over 60 education stakeholders.

Impact:    Improved ability of principals, teachers and School Support Committee members to plan and manage school budgets for the purchase of resources that will contribute to improved quality of education for nearly 2,000 students.

Cost:

Instructor, including travel USD 50 GBP 35
Participant per diem and transportation USD 455 GBP 325
Training materials USD 175 GBP 125
Refreshments USD 65 GBP 46
Training coordinator USD 50 GBP 35
Total USD 795 GBP 277

Priority Project 3
Improve Access to Education for 2,000 Students by Educating Communities About Their Education Rights and Responsibilities

Appeal:    The Khmer Rouge regime followed by a protracted civil war left a generation of Cambodians without a formal education.  Compounded with the relative low quality of education, the result is a general low value placed on formal schooling.  What does that mean for students?  They are not motivated, encouraged, or given that extra push to go to school.  Sometimes they enroll in school well after age 6, or even fail to enroll altogether.  Most drop out to support their families.  Most drop out before completing primary school.

Principals, teachers and School Support Committee members at four SCC-supported primary schools are eager to increase parents' value on education.  As a result, the Ministry of Education, Youth and Sport will partner with SCC to provide school staff and community leaders training on the recently enacted Education Law.  Principals, teachers, and School Support Committee members will in-turn lead awareness events to pass on what they learn to their communities.

Impact:   Improved access to education for nearly 2,000 primary school students through teachers', parents' and community leaders' improved understanding of educational rights and responsibilities.

Cost:

Instructor, including travel USD 85 GBP 60
Participant per diem and transportation USD 580 GBP 415
Training materials USD 175 GBP 125
Refreshments USD 65 GBP 46
Community Awareness Events USD 200 GBP 143
Training coordinator USD 50 GBP 35
Total USD 1,155 GBP 824
